In March 2011, the Cobb County Board of Commissioners requested the county’s Community Development Agency, Planning Division, to undertake a master planning process for Vinings.  The result was:  Vinings Vision: A Master Plan for a Georgia Historic Community.


Plan designers received community input at town hall meetings and focus groups.  They also utilized professional design firms and expertise provided by the county to support a community character that retains historic resources and charm in keeping with change and growth. In addition, it serves as a comprehensive guide for zoning and land use.  To support the plan’s objectives, 70 projects are described that include such areas as streetscapes, traffic management, and use of green space.


The Vinings Community Conservation Alliance (VCCA) was formed in 2011 as a non-profit 501(c)(3) corporation to advocate on behalf of the community while making recommendations for the master plan. In addition, it facilitates the implementation of the plan itself.  A board of directors guides the work of VCCA.  Members represent Vinings’ civic associations as well as the community at large. 


The Cobb County Board of Commissioners approved the Vinings Vision Plan in 2012 and made it a part of the Cobb County Comprehensive Plan.
